The VacuumDelay wait is seen when cost-based vacuum is being used. The parameters used will throttle the vacuum behaviour to reduce it’s resource consumption.
How to reduce this wait
Adjust vacuum_cost_delay, vacuum_cost_page_hit, vacuum_cost_page_miss, vacuum_cost_page_dirty and vacuum_cost_limit parameters to control the vacuum load.
