PREEMPTIVE_XE_SESSIONCOMMIT wait will be seen whilst the session is switched to pre-emptive mode to commit data to the monitoring list.
How to reduce this wait
This is a common wait to see as monitoring and auditing use this method to collect data and the actual wait time should be very low. Bugs were seen in 2012 and earlier versions so if you observe high wait times, log a call with Microsoft support.
