The VacuumTruncate wait is seen when empty pages are being truncated at the end of a vacuumed table. An exclusive lock is required for this operation.
How to reduce this wait​
Adjust vacuum_cost_delay, vacuum_cost_page_hit, vacuum_cost_page_miss, vacuum_cost_page_dirty and vacuum_cost_limit parameters to control the vacuum load.
